It was a disastrous plan when it was introduced to California. It did not work. So as only the Federal government can do, lets take a plan that did not work on the state level, and make it National policy.
That way it can not work on a larger scale, and suck up even more Federal funding. But I am sure some one's friends will make a killing.
The premise is nice enough. Trade in you old clunker, and get a rebate to buy a more efficient car.
Problem is, the folks driving them inefficient cars, are not going to qualify for a loan to buy a new one.
Hell, right now, no one can qualify for a car loan. Just one more green policy that has no bearing on real life. But it makes the Greenies feel good about themselves.
Hello greenies, the folks who have classic cars don't care what you think. And the folks still driving a an old Dodge car, can't afforded to buy a Pryus.
And, the sales on them are way down, maybe because they aren't that good of a deal to start with? Takes what, 10 years to break even on what you save? At that point your trade in value is what, $2,000?
Regardless, here we are again, with another stupid rule that all of us must pay for. It did not work on the state level, so we now take it national.
I could site some other stuff that didn't work on the state level, and led to a rebellion. But why let actual history change your point of view.
I'll bring up Lincoln and the railroads at another time.
